How do I build a 30-inch telescope on a shoestring budget?

I’ve looked at other home-jobs, but they bought their lenses and stuff. I think it’ll be less expensive to grind my own. I have a year to work with. However, I move a lot because I cannot find any peace and quiet and I can only sleep at night (Neurological issues) and I never know where I’m going to live next, so it must be rugged and portable.
